Emmi Obara obtained her doctorate from the Daniel J. Evans School of Public Policy and Governance at the University of Washington. Prior to joining the UW School of Medicine team, she worked on experimental and nonexperimental studies in social policy and program evaluations in a wide range of areas such as behavioral health, the criminal legal system, and employment and training.
