There are many paths to this goal, and different stakeholders play different roles in different solutions. Therefore, a holistic stakeholder-solution perspective (i.e., one that systematically categorizes and frames interventions through the lens of stakeholder actionability) is a key element of effective primary care reform.

In a White Paper, a core team of VSSL members describe the PRISM Framework as one way to adopt such a stakeholder-solution perspective. The framework can be used by policy, payer, and provider stakeholders when discussing and determining potential primary care reform solutions.
